The evidence presented before the Madlanga Commission regarding allegations of political interference in a security tender in the Tshwane Metro is extremely concerning and details an issue that could have been avoided.
While the Freedom Front Plus (VF Plus) was at the steer of the Community Safety portfolio, a technology-driven security model was followed which relied less on static guards and focused more on cost-effective solutions such as modern technology.
This approach ensured effective security at lower cost to taxpayers.
The current administration followed a different procurement path, which is now under scrutiny as part of the evidence.
Testimony by Sergeant Fannie Nkosi of the police led to the uncovering of WhatsApp messages and other material relating to attempts to influence the awarding of a multimillion-rand security tender for the Tshwane Metropolitan Police Department (TMPD).
The evidence includes lists of preferred companies, presumably provided by the EFF, as well as engagement with the Metro’s Chief Financial Officer, Gareth Mnisi.
Nkosi’s testimony also mentions representatives of ActionSA and the EFF, and that the TMPD’s deputy head, Umashi Dlamini, allegedly played a part in distributing these lists.
At present, there are contradictions in the Metro Council’s handling of a report on the Metro’s Chief Financial Officer, as ActionSA and the EFF seem hesitant to table the report, but are simultaneously pressuring the ANC to do it.
This situation raises a burning question: Is it really about accountability and integrity, or does it reflect a political power struggle between parties for control over public funds?
The Freedom Front Plus has a proven record of transparent and disciplined fiscal management in the Community Safety portfolio, without ever creating crises or manipulating reports for selfish gain.
The Freedom Front Plus submitted an urgent motion to the Tshwane Metro Speaker, Mncedi Ndzwanana, requesting that the Rules and Ethics Committee investigate the Chief Financial Officer as well as possible political interference in the tender process.
Tshwane residents deserve an administration that maintains integrity and manages public funds responsibly.
On their own, further investigations will not solve the underlying problems, though.
The solution lies in a change of government, affording the Freedom Front Plus sufficient influence to help restore transparency, accountability and service delivery.
