Tshwane Coalition Government Puts up Facade While Metro Crumbles

The Freedom Front Plus (VF Plus) refuses to hold its tongue while the ActionSA/ANC/EFF coalition tries to cover up the Tshwane Metro’s growing decay.

Key documents tabled to the Council in October show that the coalition is not only incompetent, but also that its mismanagement is actively pushing the Metro over the financial and administrative edge of ruin.

According to the Service Delivery and Budget Implementation Plan (SDBIP) for the first quarter of the 2025/26 financial year, Tshwane’s liquidity is at risk. This is a clear indication that the so-called “funded budget” does not reflect reality.

Furthermore, several key departments, including Roads and Transport, Water and Sanitation, and Information Technology and Communication, failed to achieve their planned capital expenditure targets for the quarter, with some showing no progress at all.

The audited service delivery report for the previous quarter reveals R43,6 million in irregular expenditure, including claims for profits lost as a result of project delays.

A report on grants and subsidies up to 31 July 2025 identifies community unrest, political disruption and poor procurement management as core risks stemming from mismanagement.

The 2025/26 business plan confirms that several entities such as the Tshwane Housing Company (HCT) are operating without a full-time Chief Financial Officer, while strategic capacity is also lacking.

These shortcomings mean that service delivery levels are unacceptably low, taxpayers are misled and the Metro’s crumbling reputation is deterring investors.

The Freedom Front Plus, therefore, calls on the coalition to develop an effective implementation plan, focused on revenue collection, cost control and viable projects, for grants and allocations.

A recovery programme for backlogged capital projects should stipulate clear milestones and departmental accountability, and require monthly progress reports tabled to the Council.

The section 80 committees, which monitor procurement management, budget performance and departmental compliance, should also be allowed to resume their oversight role at once.

The Freedom Front Plus will keep pressing for honest governance, reliable service delivery and respect for taxpayers. The time for making political excuses is over.

It is time for accountable governance, proper service delivery and respect for taxpayers.
