Progress Made on Stabilising Tshwane Water Network

ActionSA commends progress made by the current administration under ActionSA Mayor Dr Nasiphi Moya on stabilising the water network in the City of Tshwane. No amount of threats or lies from the Democratic Alliance will stop us from fixing their mess!

While the City achieved a combined Green Drop score of 82% in 2013, the inability of the City of Tshwane under DA-led governments from 2016 to 2024 to fully fund and implement the Water and Wastewater Master Plan, meant that key upgrades to wastewater treatment works such as Rooiwal, Baviaanspoort and Sunderland Ridge were delayed.

Since assuming office in October 2024, focus has been on restoring control of the water network system, rebuilding internal capacity, and accelerating infrastructure investment to correct years of underinvestment. A Corrective Action Plan, informed by the 2025 Green Drop Audit Report, is being finalised and will be submitted within 60 days from 31 March 2026.

In addition, the Water Stabilisation Plan, which was launched last month, focuses on what must be fixed now to restore control, improve performance, and stabilise supply while those long-term investments are being rolled out. The City’s approach therefore combines immediate operational stabilisation with sustained infrastructure investment to rebuild and expand capacity over time.

For the 2025/26 financial year, the City allocated R147.3 million for water and sanitation stabilisation, R37 million for pipe replacement, and R273 million for bulk water purchases. Infrastructure upgrades are on-going, including Winterveldt bulk water line and sewer reticulation (98%), Andeon Ext 37 (98%), Mamelodi Ext 6 (Phomolong) (85%), Ekangala Block A to F (100%), the Rooiwal Wastewater Treatment Plant Phase 1 refurbishment, and upgrades at Sunderland Ridge Wastewater Treatment Works.

The Draft 2026/27 budget, currently out for public participation, includes R146 million for bulk sewer infrastructure and R158.9 million for wastewater treatment upgrades, including Rooiwal, Temba, Ekangala and Sunderland Ridge.

These are not abstract commitments. They are funded, prioritised interventions aimed at restoring dignity, protecting public health, and ensuring reliable services to residents. ActionSA is working to fix the Capital City, one step at a time.
