Moya’s Administration is Harmful

25 October 2026 3:24 pm

Statement by Stephen Moore MP – DA Spokesperson on Water and Sanitation:

The DA in Parliament this afternoon probed the City of Tshwane. More than 600 Tshwane residents, including young children, have fallen ill due to the negligence of Nasiphi Moya’s Administration.

The crisis has spread from Bronkhorstspruit to the CBD, as all water supplied by Tshwane is being tested. More areas may be affected. This indicates a systemic failure of water treatment by the City of Tshwane to the detriment of residents.

However, Tshwane has claimed that the situation is under control. We will hold the municipality to account on this.

National Government has described current events in Tshwane as negligence and is pursuing criminal action. Moya’s negligence is also being investigated by the Public Protector and the South African Human Rights Commission.

In February 2026, the Department of Water & Sanitation warned Moya’s Administration about the critical state of Bronkhorstspruit. The Municipality made promises, yet nothing was done.

Then for more than three weeks, Moya’s Administration allowed residents to consume unchlorinated water, exposing them to E.coli. Even Moya admits that this crisis could have been prevented.

Thankfully, no deaths have been reported from this failure. That said, there is a report that Eugene Marais Hospital in the CBD currently has an influx of sick children, which may show this issue is spreading across the City.

If there is any integrity to this Administration, Mayor Moya will resign. Tshwane will be safer.

Glaringly important questions, however, have not been answered, including how the chlorine shortage will be addressed. The municipality needs a permanent supply and should not procure month-to-month. If the supplier is price gouging, this must be reported to authorities. The DA will continue to demand answers to ensure that this crisis is resolved and Tshwane residents receive quality water, which they deserve.
